Constance J.S. Philips

Senior Program Manager, National Center for Manufacturing Science

Ms. Philips joined the National Center for Manufacturing Science (NCMS) in 1991 and has held the
positions of Director of Contracts and Senior Program Manager. Ms. Phillips negotiated the first NCMSDOE
Generic CRADA for national DOE‐Industry collaborative projects, concurrently executed by four
DOE Laboratories (Lawrence Livermore, Los Alamos, Sandia and Oak Ridge) in May 1992.
Ms. Phillips currently serves on the ASTM F‐42 Executive Committee as the Membership Chair. Ms.
Phillips authored manuals on cost accounting for non‐profits performing Government contracts and the
performance and management of service contracts performed under Public Law 92‐28, the Javits‐
Wagner O’Day Act.

Ms. Phillips earned a Masters degree from Kent State University after receiving a Bachelor’s degree from
Youngstown State University. In 2005, Ms. Phillips won the Defense Manufacturing Excellence Award,
Rapid Prototyping Technology Advancement (RPTA II).

 

Speech Abstract

NCMS has conducted an active collaboration among industry and federal government users of rapid
prototyping and additive manufacturing technologies for over 21 years. Throughout this time, this
group has been active participants in the evolution of these technologies, piloting new generations of
equipment, materials and software, pioneering applications, and utilizing their gained expertise and
shared experience in support of expanded adoption based on knowledge. From this historical
perspective, we will look at the current state of additive manufacturing with respect to industry and
government adoption needs, examine the technology development initiatives before us today, and
project tomorrow’s additive manufacturing landscape.
